Narrative:

On Wednesday morning, two pedestrians were struck by a vehicle as they attempted to cross the street at Wilbur Road and Hillcrest Drive. The driver, Charles Qualls, was stopped for a red light on southbound Wilbur Road. As the two pedestrians began to walk across the street, Qualls' vehicle moved forward, knocking the women to the ground, and pinning them under the vehicle. The driver immediately stopped and rendered first aid to the victims until Fire and AMR arrived. The women were transported to Los Robles Hospital for treatment. They were both later released. Neither Alcohol nor drugs appear to be a factor in the accident, and the incident is under investigation.
