There is a place in Ojai that is a tortoise rescue operation. There was an article recently in Pravda about it. Everybody knows about the place and they have all sizes. Please talk to them first. Lot's of people don't know how long those critters live. They are a commitment...

The Mojave Desert Tortoise is endangered and for adoptdion only and most of Ventura is not the right climate. If you live near the coast it's definitely not the right climate. You can buy Russian Desert Tortoises but they are diggers, escape artists, so you need a very secure yard. If you do get a tortoise, you should be careful about herpes in the animal. Get it tested by a vet and never mix breeds or transfer them across state lines. The Mojave species is different from the Sonoran found on the other side of the Colorado River.

Contact "For Pet's Sake" in Thousand Oaks. They are very knowledgable and helpful and have lots of turtles/tortoises and reptiles and supplies at very reasonable prices. You may have to travel a bit but it will be well worth your time. You'll be glad you did...
